Yes. A Teams app runs inside a tab, a personal app, a message extension or a bot, so the work happens where the conversation already is. Anything you can build as a web app, a Power App or an Adaptive Card can be surfaced inside Teams, and users authenticate with the Microsoft 365 account they are already signed in with.
Most internal processes — approvals, requests, simple registers — are better served by a Power App embedded as a Teams tab: faster to build, easier for your team to change afterwards, and no separate hosting. Custom development (SPFx, Teams Toolkit, Bot Framework) is the right answer when you need conversational interaction, external data at scale, or an experience Power Apps cannot express.
